In order for this whole event to be carried out, there had to be high level compliance at the very least, "Al Qaeda" cant make NORAD stand down. So you can conclude that the very best possible case scenario is that they knew the attack was coming and used it to their best advantage, and the worst case is that they engineered the whole thing. In my opinion, the latter is far more likely, it was just too convenient on so many levels for it to be pure chance.
