If that's using Oxford as the example, it's conflating two totally separate schemes. The charging aspect relates to a number of bus gates that they're adding to reduce traffic in the centre, and is nothing to do with the 15 minute City. The 15 minute City is an aspiration to have all facilities within 15 minutes of every person. Where they will struggle is having housing suitable for all tastes and budgets in each area, as well as encouraging retailers to put the shops in the right places, employment to be available, and finance available to relocate schools, medical centres etc. especially if the schools are faith based. I doubt they've factored in the additional cost and traffic needed to service the spread out facilities, nor how it affects rural communities, nor the fact that a lot of people do their shopping and other business close to, or on route to and from their place of work, nor how they would create so many medical centres that specialise in specific ailments..
