You wouldn't go having it rare from the supermarket, but someone getting in good beef would do it that way.
Tbh I only realised I like rare steaks when I went to one of these places about 10 yrs ago where they give you a griddle type thing at the table with all the garlic butter n **** so you do it how you want. Started experimenting and realised how much I liked it rare. But there's a difference between rare and uncooked. I'd still brown it on the outside for the reason Saff posted above (and lock in flavour of any seasoning etc) That burger looks chopped rather than minced. Maybe that makes a difference? Looks completely uncooked so probably a no from me.
It's definitely the quality of the meat though that makes it safe or not. So is a backstreet burger joint getting in good beef and storing it well?
Got a banging pizza dough kit, big oblong ****er. I got one for the kids last weekend and it was really good so going to have it myself this week. Toppings purchased sliced chorizo, onion, chillis, anchovies and capers, also got some provelone cheese. Pics at the time. The ones I usually see are pre made bases and never good but this is raw dough and superb.
I used to go to a Chicken Cottage where they had a sign for one of their burgers saying, don't worry if the meat is pink inside it's meant to look like that

Was going to mention steak tartare! Then thought this idea you could get food poisoning was down to be it partially cooked and not completely raw, so cba. Just got back from a week in France, when we had burger they always asked how they wanted them cooked, so the rare or medium rare option was always there. No one got food poisoning. I did ask for a rump steak to be medum rare once and they 'forgot' to even brown one side! Was a raw lump of meat, only browned one side. Not really how i'd want it tbf.
The mother in law always asks for well done steak in France she's been doing it all her life and still hasn't woken up to the fact that they will not ****ing do it.
