A Commons majority of 70 ( or whatever it currently is) from an Administration 3 times removed since the last GE is able to pass fundamental, and in many cases, Draconian legislation without recourse to Parliament. She decimated the ranks of officers and the PSO's and other support services and because of the austerity policies which hit social services, more and more responsibility of dealing with mental health issues etc fell (totally inappropriately) on an underfunded and understaffed police service. 20k reduction over a decade, not including natural wastage. If they start recruiting now it could take a decade at least to get back to anything approaching the levels of knowledge and experience that existed in 2009! Rant over.....
