Apologies are pretty pointless at this stage and rather empty if coming from someone who wasn't involved in the first place. However, with the apology is a commitment to safeguards against similar travesties in the future (regarding the police closing ranks and shifting the blame, not the tragedy itself). Let's hope that promise carries some weight.

I suppose you're a bit too young to remember, but this was the general attitude of so many Thatcherite minions at the time. They weren't there to serve the people, we were a mob to be kept in check. Their view of working classes was one of contempt and condescension.
