I have read that Putin has been very angry that the West have broken their promises (in 1990) not to expand NATO to the East. It is very difficult to get a definitive answer because the waters are muddied. There is a narrative that seems to prevail saying that no such promises were ever made and Putin is making it up. He's been making it up for many years but, rather than take heed, NATO has targetted expansion in Russia's backyard.
