I think it's the shoulder. But then you have to judge which bit of the shoulder is eligible to play the ball with in order for it not to be handball I suppose. Anyway, surely Croatia can avoid such incidents if they pick more people with slopey shoulders? I think this is discriminatory against people with straight shoulders and there should be a petition.
But if they started with a stronger team, in practice they would probably put in much less effort to avoid tiredness, injury etc. If I was relying on a team in a dead rubber, I would much rather they fielded a team who were fresh and trying to impress rather than a theoretically stronger team who were protecting themselves.

It's a completely correct decision according to the current Law. A part of his body that it is legal to score a goal with was nearer the goal line than any similar part of the second last defender. It's a line decision so completely factual so decided by technology. I don't know how you could word the offside law to avoid that.
