I would have thought that it's the allegation which has been not proven, not the charge. The Commission appears to be effectively admitting that there was no evidence, but is saying that it believes the complainant and not Louza - leaving a stain on his name. For me, that means the allegation was spurious and the case should never have got this far.
If it was anything other than spurious then it would have been all over the internet. I agree wholeheartedly with your summation. The Blazers at work again, i can't stand them.

The American investment in that deal is interesting though and I wonder whether it also would involve Watford? I hope so, we need it.
