There's some piffle in that, as you'd expect from the Grauniad. The City has influence and some mainly ceremonial roles in the House, but the representatives of the City are limited in where they are allowed in the commons, and only MP's set policy and legislation, and the City is subject to the English aspects of UK Law.

As the Earth warms up we will need far less energy for heating so consumption will fall leading to a fall in "climate change/Global warming"
