Chelsea have an investment group and three private individuals as owners. They'll want to see a return at some point, even if it is just from selling. And they can't print their own money. Also less able to artificially inflate revenues via sponsorships from state companies.

I guess there's a few options. Sell the club for a profit quickly so it's not their problem. Big sales and reduced spending in future to average out. Sponsorships from other owned companies to increase revenues, at least in the short term. An American attitude of sorting it all out when the FFP people come. Or maybe Boehly just really is unknowledgable and doesn't know how FFP works.

I think he was rather provocative and unwise in saying this before the match. It was bound to be picked up if city lost. If a city had won, nothing would have been said. Klopp picked these state owned clubs and of course they are all from the Middle East.
When I listened to him Answering questions, there was nothing provocative about it - he accepted that his answer won’t please some people before he answered but that doesn’t mean that he shouldn’t answer it.
