Stavely basically said they're talking to officials and trying to get something they think can work moving fwd. Anyone holding onto some hope that Newcastle will be awarded anything other than a bullshit explanation and news of a review into the system better get that notion out of their heads.
Yeah, it won't change anything that has already happened, but it will shine a light on what has happened and make it less likely to happen again. It will happen again as mistakes can't be eradicated, but it keeps everyone on their toes.
