No it doesn't. However, it wasn't based on who the club was. It was a mix of successful clubs having more possession so there is an element of perceived bias because one team gets more free kicks penalties than another. There is also an element of subconscious bias that everyone has. The better teams tend to have the better players and you can get a subconscious expectation they will be fouled - though it can work the other way around for known divers.
I feel like that's a different argument though, course the better teams will get more penalties as they are in the box more etc, haven't got a problem with that, that is common sense. We are talking about blatant wrong decisions here though, and ours don't happen just against City and Liverpool anyway, it's been against every **** apart from Forest.
You're both over complicating this, but it's really very simple . VAR is being used to put clubs outside the big 6 in rougher waters as and when it's required. It's high-level sport that's all that's needed a little leg up every now and then.
