I find it a clever way of creating cash flow, perfectly within the law and financial regulations. Nothing wrong in it and good that we have this relationship with Udinese. Other transfers will likely only be paid in instalments which is good to forecast future income/turnover but this specifically gives us cash as the fee is paid for in full now when we need it/can use it to keep players or invest in players.

I don't really see it as dodgy, the two clubs are run as separate businesses - and each could do the same type of agreement with any other club. They've been doing it not so regularly since 2014 when Gino became sole owner.

I think that the reason that this deal appears to be dodgy to some people is that Kamara is clearly overpriced at a fee of £16 million (as reported by Andrew French) and that all the money for the transfer will all be paid immediately (which is quite unusual).
Newcastle are reported to have agreed terms (both with Real Sociedad and with the player) to sign Alexander Isak. The structure of the add-ons has still be finalized, but the fee will be approximately 70 million Euros with an additional 5 million in add-ons. It will be a club record fee for both Newcastle and Real Sociedad. Alexander Isak is a highly rated Swedish striker, who is two years older than Jõão Pedro but is a different type of player. I remember reading that Newcastle were looking to switch their focus to players outside the U.K. because of the failure to reach a transfer agreement with Watford. I may be wrong, but I doubt that João Pedro will now be signing for Newcastle and it could be the reason behind the Kamara transfer (in order to cover any unexpected cash shortfall as a result of Sarr not agreeing terms with Aston Villa). There are other clubs who are also reported to be interested in signing João Pedro, but I suspect that Gino Pozzo is determined not to sell him at a knock-down price.
Perhaps that should become a pre-requisite for all transfers - that might bring a bit of sanity back into the world of football finances.
I think it's odd that players who might leave, (but the club don't want them to) are withdrawn from games. If they play, and play well, the price rises. Good for our club. If they don't play well, the potential purchasers might get cold feet. Good for our club. If they get injured, transfer is off.
