That's what I thought, but I didn't see that listed when I had a quick search for the fixture list just now (although, admittedly, not a very long detailed search).It's a fixed draw.

B2 hosts A3
A1 hosts B2/A3
B1 hosts A2/B3
If the highest seed always wins, then you never play someone else from your group and the final is the two group winners.
