The actual factual about full fiscal autonomy for Scotland is that before 2014 referendum it was suggested that DevoMax be an option. This meant voters would have the chance to vote to stay in the union but Scotland would have FFA. The British government rejected that and insisted that the referendum be a Yes/No vote. So Scotland didn't reject full fiscal autonomy. Westminster did.
