I think it’s the opposite, they’re saying the prices are inflated. If the reported fee is £4 million but city only paid £2 million it gives city/fener £2 million of wiggle room to make use of.
I think it's more the point I made the other day. If the sell-on percentages are quite big but undisclosed, there can be a lot of money moving back and forth between City and Turkish clubs that aren't widely known.
The contracts spell out the terms in black and white, and could be examined if needed. Undisclosed does not refer to an ability to move funds between parties that are not accounted for and cannot be audited.

Aren't widely known by who? These amounts can't just be hidden from anyone and everyone. If the HMRC for example wanted to examine everything they could and everything would have to be disclosed. Undisclosed just means you, I and Joe public don't see it. But that's it.
