The only limitations I can see are that the pursuer had to be under 18 at the time of the abuse. Maybe there is conditions attached to the class action part of the proceeding or the fact that its an institution being sued and not an individual.

First they scrap the statute of limitations in 2017 and put the cut off at 1964. Then they introduce class action legislation in 2020 leaving it open for the CBC victims to take them to the cleaners but so stealthily that they haven't upset their grass roots Tim voters.

The limitations still exist but are removed should the 4 criteria be met

One of the criteria is that the pursuit cannot be made by a third party

A Class Action creates a third party right away as all claims are represented by an elected few

Therefore a move to do this in chunks or the statute of limitations is back, seems logical
