I like the standing bars, I've been in some upper tiers in old grounds, and it never feels safe, because they wacked the seating in, with no bars and the seating was virtually taking up any standing space, always the feeling of falling from a great height, only knows what would happen in a real emergency, people would probably go tumbling over seats. That looks pretty secure.
