There are only six SITES in the UK with operating nuclear reactors: Hartlepool, Heysham, Hinkley Point, Hunterston, Sizewell and Torness. Each has two reactors apart from Heysham which has four and Sizewell which has one. So six sites but 13 reactors. In other words this is one of very few claims by Johnson that is close to being correct!

As PNP has already posted....there is little doubt that he is both. Knowing that and doing something about it are two different matters entirely. Labour being so poorly led that an incompetent liar got elected is pretty unforgivable though.
