According to his statement, it can be used to help Russians or pro Russian Ukrainians as much as anything else. It did not condemn what was happening (which really would get him killed) - Putin could have written that statement himself

well a bit of match day revenue is neither here nor there in the terms of the overall asset but would keep them with revenue and allow visiting fans to see their club play . One would hope that considering the reason for the delay in placing sanctions on individuals was to make the law water tight that any legal challenge would fail .

I don't get this kind of thinking. Chelsea welcomed him with open arms knowing exactly where his money was made and not caring one hoot. If they sold the club to him for all the advantages that it brings, including doing it for the fans (who also welcomed him with open arms unless I missed their demonstrations) then having experienced the upside of the decision, they have to accept the downside of the decision. Chelsea's hands are dripping in the blood from his money. Why should they not have to face consequences having benefited beyond imagination for their association with him? You rise together, you fall together.
The UK Govt welcomed him and lots of other rich foreigners many of whom , if not all , at the very least acquired their money in dubious ways and the Govt in fact encouraged the movement of dubious wealth through the City of London but i don't see either of them getting punished .
