Take her to the top of the minster. Some great views and it's perfect. Rowntree Park is a lovely little spot. Take her for a meal at Ask Italian beforehand. It's a regular old chain restaurant but the setting is stunning.
The Minster and Betty's Tea Rooms are good shouts, but how about one of the sightseeing boats on the Ouse as something different? Then afterwards to one of the restaurants or pubs for a drink and a meal to celebrate. And congratulations in advance.
I was stationed in York for 18 months, best posting I ever had. I loved it. Because of all the soldiers stationed there lasses would come from miles around. A lechers paradise. Apart from that, the city itself was full of interest and the people were friendly. Maybe it’s because I was young but there always seemed to be a happy atmosphere. There used to be a little pub at the end of the bridge that always flooded when the river burst it’s banks; can’t remember it’s name but I only went in once and was chatted-up by a very insistent gay bloke who wouldn’t take a hint, like “piss off”. Even when I offered to empty his pint over his head he persisted, so I left. I suppose York has changed a lot, like most places, but it will still be a wonderful place to propose - and celebrate!

Kings Arms? Sat in there one New Year’s Eve for a bit when there was about 8 inches of water flowing through, landlord had made a walkway out of milk crates and planks to keep your feet dry.
