Thatcher chased for a knighthood for Savile from 1983 to 1990 - she was PM then. You might recall from the cash for honours scandals that committees recommend to the PMs who then forward to HM. PMs have overruled committees and also added people, which is what was Thatcher was trying to do. You're something like 6000 times more likely to get an honour if you're a party donor. (£3M gets you a Lordship).
