It's because they do what the fact checkers do, and answer a question that suits their narrative.

They claim he didn't do it, as he wasn't directly involved, even if in reality, it was shown, and admitted by him that he should have been. It looks like claiming there was no evidence he knew, is the same as saying he didn't know, and therefore wasn't involved, and being head of the whole thing is irrelevant.

On the other hand, the question becomes different when Boris should be responsible, even if he wasn't there as he is the head.
