There's a very simple answer as to why a lot of people in this country are so enamoured with Churchill. WWII. He lead the country in a war against the Nazis. It's one of the clearest evil enemies of all time. They know that and that he liked a drink and had some funny comebacks and it's enough. No need to look much deeper than that, I don't think.

I'd suggest that it's because promoting those figures works differently for those at the top. Roosevelt's New Deal was a bit socialist and involved banking regulation. Can't have that. Churchill's United States of Europe and ECHR stuff is very much brushed under the carpet, so the right can laud him.
Also overlook how the Yalta conference basically involved FDR and Stalin waiting for Churchill to finish making a suggestion so they could ignore it completely and carry on as if he wasn't there, and then taking the piss out of him when he wasn't in the room
