That rather depends on the specific functions of those admin staff, as not all will have a role to play in a takeover, and it also depends on the people they need information and decisions from. As an example, the average local authority has thousands of admin staff, but only a small number will look at a planning application. Similarly, clothing stores can have thousands of staff nationally, but they won't all be trying to find that other shoe for you to try on, or take customers cash.
Fortunately, it looks like they've found a couple who were able to sort it and barring a last minutes disaster, it will be confirmed tomorrow or Thursday.
