However, 'destruction of the banner' within a few days is not policy and is 1) either an abuse of Power or 2) suggests an officer has lost (personally appropriated?) it In the current climate and with increasing evidence of a politically-motivated police force in the capital, this will do nothing to improve the Mets fast-diminishing reputation. They (arguably) had a power to ask for it to be taken down under the Public Order Act (very tenuous) or in the interests of Public Safety interfering with visibility near a junction (equally dodgy). They only had power to remove if he refused. They didn't give him that chance, so immediately were in breach. Destroying the banner - if that is true - would be Theft and I hope he sues the Met.
