Yes, but serious foul play is when you go for the ball in a dangerous and out of control manner. Otherwise it would be violent conduct.
I don't think it was serious foul play at all. One of those that used to be an acceptable tackle but is now a yellow.
FWIW I think Kane couldn't have had many complaints had he been sent off. I just think Robertson's challenge was worse for the amount of force he used.
There's no question Spurs have been fortunate when it comes to the officiating. I think everyone agrees that at least one decision wrongly went against Liverpool - whether that be Robertson's red card, Kane's non-red card, or Jota's non-penalty.

Robertson's tackle was reckless, but unlikely to cause serious injury. Kane's tackle was, in my opinion, a potential career ending tackle.
I think one of the factors for those who feel Robertson’s was less of a red than Kane is that of intent. Robertson was trying to clear the ball, and in that sense was very unfortunate to kick the player instead. However once had did kick the player, intent doesn’t come into it Kane however went for a reckless tackle. Although he also probably didn’t aim to kick his opponent it was always more likely and so doesn’t feel so unlucky that it happened. It therefore may feel Kane ‘deserves’ a greater punishment, but again once contact is made it must be judged purely on the foul itself. Also worth remembering when Kane’s foul happened Robertson’s had not. Rightly or wrongly I suspect if they happen in the other order the ref gives an on field red to Kane
As SFC are not going to win the PL this year, I hope Manchester City do so, so that when Pep goes he has left a lasting legacy at the club. Furthermore, sooner or later some other club will replace them as the PL's dominant side, so it is best to make hay while the sun shines.
So why was JWP sent off against Chelsea, when Kane gets yellow? That's right, he's the England captain! Kane could have seriously injured Robinson! The Premier league need to grow a pair, and suspend him for a game or two.
