I may be wrong here but I think your confusing two things. What she abstained from was the voting of the premier leagues charter. That’s about the rules surrounding forming other leagues and protecting the leagues status etc. The sponsorship issue is a separate issue altogether and unrelated.
The rules and protection will be equal. And thus the bar is set at what they have done. And if we get investment of half of what Man City have had im more than happy with that.

The rules are set to go make sure any aspirations of buying or spending more tha the big 6 are impossible. Yes we'll certainly have more money and it'll be more fun, but any dreams of winning titles in 5 to 10 years you can scratch off

Arseanal sponsorship deal with Emirates is £200m 6 year deal. Signed back in 2018. They have a £300m 6 year deal with Addidas too. They have a £10m per year sleeve sponsor. Man Utd's training sponsor is worth £22.5m a year. Signed back in 2013. There is nowt to worry about man.
Everton have a 30/50m stadium deal (annual). I linked a couple of days ago everyone’s main sponsorships and some of the numbers where huge.
The point here though is that the current deals for all Clubs are better than the ones before. Therefore, we can exceed the current ones so long as we don’t go silly. And given where we currently are that means a huge increase on what we presently get. It’s one of those platitude phrases which in reality is too general and too difficult to enforce so long as we don’t go silly.
