Six years later Starmer is all in favour of building HS2 (although he probably wants to nationalise it) and HS3 because he needs Red Wall votes.

Hull North MP Dame Diana Johnson complained to Grant Schapps that he had gone back on the Northern Powerhouse Rail (NPR) commitment to upgrade the railway to Hull. Sadly NPR, originally introduced by George Osborne in 2014, was from Manchester to Leeds (HS3). Leeds to Hull was part of High Speed North. Her Orchard Park constituents do not do trains. They are too busy throwing rocks at passing buses.
