I suppose you could argue one gets in the way of sporting integrity whereas the other just puts yourself at risk. Not a good example for kids though.
I was thinking about that and came to the conclusion that in theory by touching a competitors car could gain you technical info that you would otherwise not be able to gain. For arguments sake Max could have discovered that Merc use a flexible skin on a wing. Once a competitor gains information they can't forget it. I know it's mega unlikely that he gleaned anything but it's possible. Taking belts off really only has the potential to hurt the driver himself, he can't gain any advantage as the race was over. So 5K with 20K suspended till end of year just sends a message to everyone that seatbelts must be fitted correctly while on a track.
