We don't know. I suspect that you might even be right (which fits sort of with the answer to the question RV is asking i.e. the Allams were initially asking for more than £30mill and this promotion add-on was the way out of an impasse). But however it came about, we are talking of an (alleged) deal of £30 mill plus up to £20 mill. Whether that's what Allam's were or weren't looking for, it's still in my opinion, and that of commentators on the topic, a very good deal that the Allams have achieved - which is part of the points I was making. All pretty irrelevant anyway; as Plum says, it's what has (allegedly) been agreed ...... and hopefully very soon happens!
But if the seller then said, OK I'll reduce the price by x and if you double it's share price in 3 years you give me y. You might think hmm, it's worth thinking about and eventually you agree some sort of deal. Or you might just walk away. Or whatever.

In any other business, yes. Quickest way to up the share price is dump costs out of the business. Sackings. City, the best run club, need the exact opposite. The cost of sacking the manager, player recruitment, bigger wage bill. And after you have done exactly what the Allams have refused to do for years? You give them some more money?????
What do I know. Seems like The Allams may have said we want £45m for the club (value of current debt but I could be wrong, and reason we are still for sale after 7 years?), and the prospective new owner said No Way! It's not worth that! So Allams and buyer agree a compromise as reported. All conjecture, but a way of getting a deal done that works for both parties with £20m upfront being accepted by the prospective owner and The Allams as providing a foundation to move forwards. One things for sure, in league 1, or at risk of being in league 1, the price goes down substantially, so The Allams need to get this done pronto I would suggest
