Sounds like the dirty tricks play-book in action to up the price. Nothing would surprise me. Wouldn't surprise me if it fell through at the final hurdle.
Heads of terms are agreed/signed and due diligence is has/is taking place. The price can't just change now. Americans where sniffing strongly in summer but are long gone.
Given both parties have confirmed due diligence is being carried out, that should suggest a fee has already been agreed. If any deposit has been paid, that should also secure a period of exclusivity.
