The only 'top' players who'll go to Newcastle will be the ones who want $ over success, they'll want ridiculous wages and will be looking fo rthe next big payday from the moment they arrive. The selling clubs will want a premium on any transfer because Bonesaw has loads of money. Gonna be interesting to see who the buy and for how much in Jan, I'm gonna guess the new Joelinton will be incoming.
They're not going to get top, top players, but I don't think that they'll expect to. They can take some risks and chuck some money about to improve a pretty crappy squad. Loaning in Coutinho and some other unfancied big names wouldn't surprise me.
Outside of London, Manchester and Liverpool, the other clubs in the PL will be competing for the same signatures IMO. A typical PL player see private planes and other first class travel in the same way the rest of us see buses and trains, so I’m not convinced that Newcastle will be as alien a destination as some think.
