I suppose the piracy is a product of the actual bans being imposed. So the piracy itself cannot be linked directly to the state. Lifting the ban and working with Bein to block the piracy is slightly different. There is an argument I suppose to say why didn’t KSA do more to stop it. But they didn’t do the crime in the first place (yet right).
