    Once the police officers see that incompetence leads to promotion - Cressida Dick of Jean Charles de Menezes fame - they realise that ability is not needed for promotion. Just be woke and get promoted - you can ignore crimes.
    The police care more about impressing with stupidity than catching criminals.
