I can't see the image but I'm guessing it's someone filling fuel cans. If so I'm just as guilty. I didn't go out over the weekend but went with four Jerry cans this morning. My local station has no fuel so I drove all the way to Stow on the Wold passing more closed stations. There aren't many stations as it's all countryside here. I doubled back and, after trying 5 stations, found one in Cheltenham where I filled up. (Handy as I bought my coach ticket for tomorrow's game.) I filled up the cans, which are for the farm, and copped a load of abuse from a white van man. I couldn't be bothered to argue and, tbh, didn't think he deserved an explanation. I may only use two of the four cans, this week, but I don't want to have to waste another 3 hours if the situation doesn't improve. Is that stockpiling, yes it is, but hearing stories about bringing the army in doesn't fill me with confidence tbh.

To be fair mate, I'd say 99% of people with cars go through all that expense because they need a car. Being the case it's also reasonable to expect them to fill up if there's a threat to the fuel supply ... ... if there was going to be an electricity problem you'd stockpile candles. I don't have an open fuel station within an hour's round trip so, when I found one I filled the car and my 4 Jerry cans which I need for the farm machinery. I may not need it all but if stations are closed again I'd feel pretty stupid for not stocking up. I'd also probably have another round trip of 40 or so miles so that's another gallon up in smoke.
To be fair I wouldn’t call that panic buying, I mean people who go in with half a tank and fill up and then fill half a dozen cans they don’t really need, so in fact all they’ve done is put in next weeks fuel a week early and that’s the reason stations have no fuel because the public have already bought the following weeks supply.
The problem is that everyone, government included, is just guessing. No one knows if the extra fuel they've bought will be needed or not, perhaps it'll turn out to have been a good idea. When the government are openly dishing out 5000 visas to foreign drivers and discussing bringing in the army it's bound to make people unsure. If the government could give a date, when the petrol stations will be open, people could make a judgement ... ... at the moment they have no idea.
You need it for your farm, that's fair play mate, no problem. Id hazard a guess the bloke in the OP doesn't have a farm and was panic buying for his own car. Without a thought for anyone else, an I'm alright Jack attitude. If nobody panic bought they'd be enough to go around, that's my main point really.
I said this to friends and family thoughtout the lockdowns, (worked them all) , we seen some fantastic demonstrations of kindness and togetherness.... but what we seen alot more, is when the chips are down, one person would slit the throat of another for a loaf of bread. selfishness. We like to think we're "in this together", but history has shown time after time that isn't the case. I'm not a cyinc or have a ****e outlook on life, but it's easy to look back and say "well we got through that together"with rose tinted glasses. Once again, there isn't a petrol shortage but the idea of one has sent people up the wall. Its bogroll 2.0.
To be fair, if the media doesn't report garage closures people will claim they're colluding with the government ... ... I don't see any agenda, just the media reporting stuff. It's been known for years that this 'last minute' world we inhabit is prone to these problems. There'll be food shortages before Christmas and people will naturally stock up, or 'panic buy' if you see it that way.
So they (the government) didn't realise that there were thousands of EU drivers working here pre-Brexit? Everybody else did!
I know it's an accepted 'fact' but I just can't get my head around it. Everyone else is blamed for panic buying but we're all part of the problem imo. I don't believe selfishness breeds panic, it starts with a genuine concern based on past experience which leads to a reasonable increase in buying, which leads to minor shortages, which is reported, which increases the buying. As for stocking up/panic buying it's not always as clear cut. I regularly sit outside our supermarket, as Mrs Smug won't allow me to go in, being a distraction, so see how people shop. Shortages are already being talked about so it's quite normal to shove an extra pack of bog rolls in, no one wants to run out, and other people notice which prompts more buying. That's not the selfish behaviour it may appear. If I was running a B&B, or whatever, I'd stack my trolley if there were suggestions of impending shortages. If someone had a pop I'd tell them to bog off.
