Yes and no, players have been refused permission by the PL to have certain numbers that were relevant to them for whatever reason, as they were beyond the sequence the club had used for the rest of the squad.
Apparently we "bent" the rules by using the rule that said we has to ask in writing for permission to change numbers. Loads of clubs have been turned down for this before (despite the fact nobody has been able to tell me who) and we have been made a special case. VIVA UNITED

There us no such rule though as that refers to the consecutive numbers and that exemption is often applied e.g when a new CF is signed he will often ask to have a 9 in his number so he ends up with 19 or 29 .
