That debate is already happening in rugby. Formerly Innocuous tackles are red cards unless theres "mitigation" did the guy try to wrap tackle properly or did the opponent drop his head in low etc.
I noticed in the Olympics this year the male boxers had no headgear but the ladies did. I thought it was compulsory and the men had headgear in the last Olympics. If so why not this year?
