I thought exactly the same when I first saw it, but then when I watched again, I realised it was the bike. I think him changing gear before it hit the foot of the hill, seemed to choke the guts out of it, he was so close.
Should have gone with a full tank and he would have made it, you could tell from 2 thirds of the way up he was struggling with fuel starvation. Understand why a low tank in case of disaster and a really amazing effort.

I'm not seeing the problem as long as the trailer test is incorporated. Coronavirus would have created a backlog of tests, as I understand it currently standing at 25,000 for HGV. We let people with car licences virtually jump in any 3.5T vehicle and family people carriers and big fook off 4x4's, without an extra test. I can even drive a 7.5T on my licence for personal use, because it was issued before 1997 (or CPC for commerical). I can't even believe they would let me anywhere near a 7.5T but I do have grandfather rights of a C1, C1E, and you are worried about an incorporated test......
