Can't honestly see how it can fail. The PL has to demonstrate that there is no separation AND that it will be MBS running the club. Thry have to provide evidence demonstrating that MBS will be making the day to day decisions. They can't.
We live I world where things don't go as they seem they should. caution is wise.. There was no way it wasn't going to go through last summer as I recall.
