I know it's the NCSL and Keith is a tool, but following on from the article posted above, if this is true then it is disgraceful that Liverpool and Man Ure got away with a token fine.
If they have settled out of court the parties would file a declaration to that affect to the arbitration panel and CAT. They can still discuss settlement even if the hearings go ahead. They just tell the panel/ judge who then makes a summary ruling binding the agreement between the parties and enforceable in law.
