There are things that your immune system cannot necessarily be guaranteed to fight against unaided so you take a vaccine. The plague might have a less than one per cent chance of killing you but the hospitals have been full of people that it has made seriously ill, so a little help in avoiding a hospital stay seems sensible.

'Cases' are simply positive test results. Hospital admissions and deaths are not rising at the same rate as positive results, which suggests the measures thus far are working.
If you want to bump the 'case' numbers and find more, you can test more, and decrease the numbers by testing less.
