I don't think Trophies need to be that intrinsic regarding selection. Yes, it has to be a factor but you can't just rule out everyone else. Matt Le Tissier struggled to win a game with Southampton but was involved in a lot of memorable moments. Almost single-handedly kept that club up for years on end. Surely that has to be worth something?
Is this actually a thing? The way the yanks do it is a panel of “Experts” put forward a list of names each year. The criteria being that the player has to have been retired for 5 years. Then it goes to a public vote and the top 5 of the 20 eligible or whatever get inducted into the hall of fame. Players can be put forward multiple years if they weren’t selected previously. Sure that would go well with public votes in the UK, probably have Giles Grimandi and Christoper Wreh getting in
