It was a study conducted by Web of Science, a research website and I believe the study was run by Jim Al-Khalili, an Iraqi quantum physicist. He was definitely called upon to discuss it, anyway. Because they're starting from miles behind everyone else and a lot of focus has been put into advancing their nuclear program, which is reflected in the nature of the published papers. But a closer inspection of the figures will show that the USA not only 'poaches' talent but a lot of its PHD science students are actually foreign, on short term visas Further inspection shows a lot from middle eastern countries as well as India Pakistan etc. Muslims make up a decent number

secular has nothing to do with it for me. Reason being that secular country students also do the same. Often its to do with the institution rather than other issues. some students are state sponsored Once achieving their qualifications many return, some dont but this is as much to do with financial reasons as any thing else The point being that there is no oppression or barrier to work/study science as often seems to be the suggestion
