It might also have something to do with the main areas of growth in those scientific papers being nuclear chemistry, nuclear and particle physics and nuclear engineering.

They didn't publish the most scientific papers. They showed the highest growth in publishing those papers. Say I publish 1,000 papers one year and you publish 10. The next year I post 1,001 papers and you publish 12. You've shown more growth.
