    It's not. He ordered the sovereign wealth fund, a supposedly separate entity, to annex an airline. He told them to do it so they did it. MBS and thus the state controls PIF.

    The reputation of Al Rumayyan and Mogren is now shattered. As senior people in PIF they are now linked to the Khassoggi murder through their following of orders.
