Compile a list of company's that were in a position to fulfil the disputed contracts in a timely manner and at a cheaper cost (please ensure none of these company's have any tory voters on the management team)
Next take all this evidence to court and start a fraud case against the Government with the previously assembled evidence bundle.

that wouldn't constitute fraud just mismanagement of Govt funds .For a fraud conviction you would need to prove personal gain ( or loss to another ) and i doubt any were dumb enough to make that obvious this soon .What you need to do now you have brought this illegal fraud to everyone's attention is as follows.
