I disagree. Look, the new rule has only served to muddy the waters in a lot of respects. But it's actually really clear here: if the ball deflects off another body part and on to the arm, and the player doesn't have time to react, it isn't a penalty. If Mason refused to overturn it, he'd be inserting his own opinion in place of the rule.
