    If you re-read it it is clear it is the present tense and NOT the past tense.

    It is present tense. The whole sentence is in the present tense.

    The word by itself can be past tense but would need a past tense verb to go with it.
    Here the verb is is which is present tense

    If it was over they wouldn't mention NUFC. Barristers don't list failures. Past tense would be admitting failure.

    Working - present tense. Worked - past tense.

    Proposed can be either, but used in the context of the present tense, it means ongoing.

    Worked on the proposed NUFC takeover would suggest finality. Either completion or failure.

    Equally - NDM is working on the NUFC (claim in respect of the) takeover that was proposed (and abandoned due to mischievous activity by the PL cabal) in 2020.

    we need more; it’s Wednesday in 48 hours, maybe there’ll be an update from Michael.

    There is no was in the statement so the verb is is used as the sentence verb

    If I was pedantic twat I would point out that Wednesday is less than 26.5 hours away and not 48 hours. Fortunately I'm not so I won't point it out
