They've updated it a little since I posted it. Maybe they should've sent him on his own and not gone on the trip at all, given the circumstances? Seems incredibly irresponsible.
Their “justification” for the trip was that the government approved it on November 20th. They conveniently forgot the whole virus has escalated since then.
